David J. “Jeff” Williams, 64, passed away on April 24, 2026, in Indianapolis, Indiana. He was born on February 14, 1962, in Washington, Indiana, to Charles Williams and Marilyn J. (Burger) Williams.
Jeff grew up in Tilton, Illinois, where he was raised by his mother and stepfather, Jesse Smalley, whom he lovingly considered his dad. He was a devoted member of Trinity Lutheran Church, where he was baptized, confirmed, and served as an altar boy.
Jeff began working at a young age, delivering newspapers and mowing lawns, including for his church and members of the congregation. He discovered a passion for cooking and went on to work at the Ramada Inn before traveling south with friends. There, he built a career as a head chef at restaurants across Texas, Arkansas, and Oklahoma. Later, he moved to Indianapolis, Indiana, where he joined Williams Investments with his brother Jay and his father, managing properties and real estate. Jeff also owned and operated the Palomino Club.
Jeff had a heart of gold and was deeply devoted to his family. One of his favorite memories was spending a summer in Hawaii with his brother when he was 16. Family traditions meant everything to him, especially celebrating his mother’s birthday each year with trips to Kings Island. He loved fast cars, rock and roll, and the blues, and he attended many concerts throughout his life. He also enjoyed fishing with family and friends and was known for hosting a large Fourth of July party each year filled with food, drinks, fireworks, and, most importantly, love.
Jeff is survived by his son, Carl (Nidia) Williams; his daughter, Brandis (Ian) Williams-Smith; his stepchildren, Tiffany (Isreal) Reynolds and David Lee; his brother, Charles J. Williams; his sister, Julia (John) Hacquet; as well as many beloved grandchildren, nieces, nephews, and extended family.
He was preceded in death by his parents; his soulmate, Peggy Lee; and his younger brother, Jesse Paul Smalley.
Jeff will be remembered for his generosity, his love of family, and the joy he brought to those around him.
